Strong bindings between users, devices, and accounts

We bind users to fingerprinted devices to "lock in" uniqueness and pair it with cryptographic keys. Doing this creates secure, provable linkages between validated PII and the underlying owner to protect against ID hijacking, ATOs, impersonation, and credential abuse.
